About Us

An appointed, ten-member board of directors governs the Community Health Fund. John Muir Health, a not-for-profit health system, provides funding for our grant program and program-related operations.

Jelissa Parham, MPH

  • Jelissa Parham (she/her/hers) is the Executive Director at the Community Health Fund. Formerly, she was a Senior Associate at JPMorgan Chase & Co. Foundation where she led grant portfolios focused on housing in California and increasing diversity in the tech space. Previously, Jelissa was a Senior Program Manager at Blue Shield of California Foundation. In this position, she led a portfolio of grants that focused on the power of multi-sector collaborations utilizing systems change to prevent domestic violence. In addition, she was a part of a team focused on aligning systems with community priorities. Prior to joining the Foundation, she worked extensively in public health direct-service and at various nonprofits. As a program manager at Native American Health Center in Oakland, CA, she oversaw a school-based health center.

    In her free time, she enjoys planning which new country she will visit next and hiking. Jelissa holds a B.A. in English from UC Santa Barbara and an M.P.H. from University of Southern California, Keck School of Medicine.

Mary Serrano
Grants & Financial Operations Manager

  • Mary Serrano (she/her/hers) has been a key member of the John Muir Community Health Fund (CHF) since 2008. She is responsible for overseeing the financial and operational functions that support CHF’s grantmaking efforts. With extensive experience and expertise, Mary ensures the fund’s resources are managed effectively to support vital community health initiatives and programs.

    Mary holds a Bachelor of Business Administration from National University, which has equipped her with a solid foundation in financial and organizational management.

    Throughout her tenure, Mary has demonstrated a deep commitment to CHF’s mission of enhancing the health and well-being of the communities it serves. She is committed to driving positive change and takes pride in being part of this lean, highly effective funder team.

    In her spare time, Mary enjoys traveling with her husband—whether exploring the Bay Area or discovering new destinations. She also loves skiing, hiking, trying out new eateries, and cherishes spending quality time with her family.

Our board is comprised of ten dedicated community leaders who are responsible for governing the CHF. John Muir Health appoints five members, the City of Concord appoints three members, and the City of Pleasant Hill appoints two members.
